USACE Quality Assurance Contract, USACE New Orleans District, LA – SELA Program
SELA is a drainage program for South East Louisiana (SELA) and includes urban drainage projects, which are highly unusual for the Corps of Engineers. The impetus behind the project’s authorization was the devastating flood of May 1995. During that event, six-hour rainfall totals across the metropolitan area averaged 12 inches, and some areas had 28 inches of rain over a 24-hour period. The purpose of the program was to reduce damages due to rainfall flooding in Orleans, Jefferson and St. Tammany Parishes.
Meyer Engineers and GOTECH provided on-site quality assurance for $40 million of construction under more than 20 task orders of a four-year Indefinite Delivery, Indefinite Quantity (IDIQ) contract, including quality assurance inspection on the construction of drainage pump stations, subsurface drainage, open canals, flood control structures including levees, concrete structures, highway work and buildings. Meyer and GOTECH also provided construction management services including record keeping and preparation of reports, quality assurance inspections related to site layout, interpretation of plans and specifications, and observation of construction activities to adhere to USACE quality assurance and safety practices.
Relevant projects under this contract included:
- Pipeline Canal Drainage Improvements Project (Jefferson Parish): $5 million project to improve drainage capacity of the canal leading to the Estelle Pump Station. The project consisted of widening and straightening the canal going to the Estelle, including construction of 600 feet of concrete U-channel, concrete floodwalls at the pump station, and a five-mile access road to the pump station.
- Hollygrove Area Drainage Improvements Project, Pritchard Place Drainage Pump Station (Orleans Parish): Provided quality assurance inspection for a $4.9 million project pump station construction project. Included demolishing existing structures; constructing a drainage pump station; demolishing and constructing concrete roadways, sidewalks and curbs; site cleaning; pulling and driving sheet piling; and landscaping.
- Robert E. Lee Boulevard Bridge Construction Project (Metairie, LA): Provided construction inspectors for a $2.1 million project that included demolishing the existing bridge and constructing a four-lane slab span bridge. Provided quality assurance for driving sheet piles, installing rip-rap, restoring levees and implementing temporary flood protection measures.
- Keyhole Canal Project (Westwego, LA): Provided quality assurance for a $2 million canal construction including concrete slope paving, excavation, embankment, drainage piping, earthen dams, by-pass pumping, concrete sidewalks, asphalt roadway repair, steel sheet piles, dredging, and seeding and fertilizing. Provided quality assurance services including safety and progress monitoring. Provided as-built drawings and narrative completion reports.
- Quality assurance reviews of plans and specifications for drainage canals and structures, highway work including roads, culverts and bridges, flood control structures, and earthen dams.
- Contract document preparation, on-site inspection, coordination of plans, specifications and overall design with the USACE New Orleans District.
- Preparation of Project Management checklist for Quality Assurance/Quality Control.
